Arapahoe Libraries, Policies
Collections
:
It is the policy of the Arapahoe Library District to provide fair and equal access of materials to all patrons. To ensure this access, the District utilizes the services of a collection agency as a last resort to recover library materials that have been borrowed and not returned in a reasonable amount of time. Patrons are issued sufficient notice prior to their records being submitted to the collection agency for further action.
The Finance Office serves as the arbitrator of disputes which may arise from this process, and makes every effort to address the individual circumstances of the patron, while striving to protect and preserve the availability of materials and assets of the District.

Board of Trustees
:
A seven-member Board of Trustees governs the Arapahoe Library District, establishes policies and employs a Library Director to carry out the policies and manage the Arapahoe Library District. All Board of Trustees positions are "at-large." Trustees serve a term of three years, renewable for up to three terms, and are not paid for the work they do for the Arapahoe Library District.

Performance Measurement
:
It is the policy of the Arapahoe Library District to develop and use meaningful performance measures that identify financial and program results, assess past program performance, and facilitate program and service delivery improvements for future years. Performance measures must clearly communicate how well the Library District has achieved its objectives within its financial resources.
Performance measures must meet the following criteria:
- Be based on goals and objectives;
- Be monitored and used in decision-making processes;
- Be reliable, valid, verifiable, and understandable;
- Be reported internally and externally;
- Measure effectiveness, efficiency, and service delivery;
- Measure program results;
- Provide an efficient and meaningful way to address the effectiveness, efficiency, and service delivery of key programs; and,
- Provide a basis for comparisons over time.
Standards established to guide the collection of statistics will be followed district-wide in order to compile the most consistent, meaningful data.
